How to Breed Panthalus in Palworld 1.0
Panthalus can't be cross-bred in Palworld 1.0. The only way to hatch Panthalus is to pair a male and a female Panthalus, so you need two of them first.
Why Panthalus can't be cross-bred
Panthalus has a breeding power of 20, rarer than 298 of the 299 pals. In Palworld 1.0 the game has no combination of two different pals that hatches it, so a male and a female Panthalus at a Breeding Farm is the only way to get more. Its eggs are 50/50 male and female.
Breeding two Panthalus is still worth doing for passive skills. Each egg can inherit passives from either parent, so pairing two Panthalus with the skills you want is how you work toward a strong one.
What Panthalus breeds into
With the right partner, Panthalus hatches 70 different pals. These are the rarest, each with the most common partner that gives it.
